Exchange Rate Systems and Currency Crisis Introduction Financial crisis occurs when the foreign value of a domestic currency unit falls. This thus results to the rise of the liabilities in the balance sheets of exposed economic units. It also afflicts the balance sheet of exposed economic units (Shiller, 2008). Banks get affected either directly or indirectly through their clients exposure. Currency crisis may indicate a dramatic drop in the exchange rate and it usually comes in the form of a breakdown of a unilaterally pegged exchange rate arrangement and also as an outcome of the balance of payment. 1. Under a fixed exchange-rate system, what automatic adjustments promote payments equilibrium? In a fixed exchange rate system, the exchange is not supposed to vary. Therefore, surplus and deficit elimination can be eliminated through government controls on payments and trades, and also by price change. When foreign good are made expensive in the home country and the home country goods are made cheaper in foreign countries, demand for imports will reduce and foreigners will buy more of the home countrys export. 5. In most developing countries, currency depreciation is used to cure balance of payment equilibrium after some time. Currency depreciation is as a result of economic development. The extent to which the exchange rate of a country should be floating or fixed cannot be generalized. Thus depending on the needs of a countries economy and other factors, a country can come up with its own exchange rate system. 7. What factors contribute to currency crises? One of the factors that result to currency crisis is inconsistent government policies which may result to speculative attack to on a fixed exchange rate. Excessive domestic credit creation causes residents to exchange unwanted domestic currency with foreign currency therefore reducing the government stock of international reserves (Haner, 2008). Erosion of the stock reserves causes problems because to maintain the fixed price of foreign exchange , the government must have enough reserves to sell every time the price of foreign exchange is about to rise. 8. Present the case for and the case against a system of floating exchange rates. Floating exchange rate system is advantageous because the value of a currency will adjust to show the changing market condition (Wright, 2000). For example if UK inflation increases more than for its trading partners this would result to its products becoming expensive abroad. This would result to fall in demand for UK goods and services and also the demand for the pound. This in turn reduces the value of the currency thus making the exports relatively cheaper. On the other hand, floating exchange rate is disadvantageous because the value of the currency change regularly therefore making it difficult for firms to make plans. Comparing and Contrasting Hughes's Mother to Son and Wilbur's The Writer Whether life is a steep climb up a shaky stairway or a challenging voyage over rough seas, a parent hopes a child will persevere to the end. In Langston Hughes's poem "Mother to Son" and in Richard Wilbur's poem "The Writer," the poets use the voice of a parent considering a child's future, and both use imagery of struggle and survival to suggest what lies ahead for the child. Although the point of view, context, and language of the two poems differ significantly, the message is the same: a parent wants a good life for his or her child, but knows that many obstacles can block the way. While Hughes and Wilbur share a similar message in their poems, their points of view are very different. Hughes uses a first-person narrator, a mother speaking directly to her son. The title of the poem itself, "Mother to Son," states this point of view. The reader is listening in on a one-on-one conversation. The opening line introduces the mother's monologue: "Well, son, I'll tell you." The point of view stays consistent as the mother describes what life's stairway has been like for her: "Life for me ain't been no crystal stair" (2 and 20), and urges her son to do as she has done: "I'se still climbin'" (19). She addresses her son directly throughout the poem, calling him "son" (1), "boy" (14), and "honey" (18). The poem is entirely in the mother's speaking voice, with the informalities of someone speaking privately to a close relative and the grammatical errors of someone who is probably not well educated. Richard Wilbur's poem is also written in the first person, but the narrator does not address his daughter directly until the final stanza (31-33). Sport related violence or hooliganism is a large problem in many countries, numerous incidents in eg. Italy, France, Greece and etc have ended in severe injuries and deaths. The word hooliganism and hooligan is associated with violence in sports particularly from 1970s in UK with the game of football. The term hooliganism means wilful and malicious destruction of the property of others the phenomenon, however, long preceded the modern term; for example, one of the earliest known instances of crowd violence at a sporting event took place in ancient Constantinople. Two chariot racing factions, the Blues and the Greens, were involved in the Nika riots which lasted around a week in 532 CE; nearly half the city was burned or destroyed in addition to tens of thousands of deaths. Hooliganism was listed as a criminal offense, similar to disorderly conduct in some other jurisdictions, and used as a catch-all charge for prosecuting unapproved behaviour. Hooliganism is defined generally in the Criminal Code of Russia as an average gravity crime OBJECTIVES Sports law is a developing law needing special attention and hooliganism is rapidly increasing in sports. Hence there is link which needs to be established between hooliganism and sports so that the problems can be addressed and solutions can be developed for the same. So in this paper I will be looking at the impact of hooliganism in sports. The lesson takes one 45-minute class period. Supplies include: Regular notebook paper or a math journalBase 10 blocks or base 10 block stampsNotecards with the numerals 0 through 9 written on them Objective The object of this lesson is for students to understand what the three digits of a number mean in terms of ones, tens and hundreds and to be able to explain how they came up with answers to questions about larger and smaller numbers.Ã Performance Standard Met: Understand that the three digits of a three-digit number represent quantities of hundreds, tens, and ones; e.g., 706 equals 7 hundreds, 0 tens, and 6 ones. Introduction Write 706, 670, 760 and 607 on the board. Ask the students to write about these four numbers on a sheet of paper. Ask Which of these numbers is largest? Which number is the smallest? Step-by-Step Procedure Give students a few minutes to discuss their answers with a partner or a tablemate. Effectiveness of Health Management Program Abstract The purpose of this study is to determine if the SoonerCare health management program and its associated practice management program, in a rural family practice setting, is an effective program to decrease hospital admission, improve patient care, and is a financially viable system. Data was obtained through chart review of two clinics in Durant, Oklahoma. Durant is a town of just over 15,000 as of the 2010 census. Both clinics are considered rural family medicine clinics. Out of the 170 patients enrolled in the health management program 115 patients were included in the study. The Data showed that over a period of seven months there was a significant reduction of patients going to the hospital for admission. A reduction of 50% was demonstrated with a significant p-value of 0.025896. There was no significant reduction in the office visit rates seen over the same time period. Emergency room visits did decrease by seven percent over this time period, but this was not found to be statistically significant. This reduction correlates to a savings of $551 per patient per year enrolled in the program. The study concurs with the Pacific Health Policy Group that shows a significant cost savings to the state due to the SoonerCare health management program and with practice facilitation. With the decrease in hospital admissions and subsequently the cost savings to the state of Oklahoma this program is an efficient means to provide good health care to the SoonerCare population. Background The cost of health care to the nation, private and public, in 2013 was 2.8 trillion dollars (1). This constituted 18% of the GDP (1). The average cost of health care was 9.5% of GDP for industrialized countries (1). This puts the average cost per capita in the United States at $8,508 in 2013 (1). This is two and a half times the world average of $3,322 per capita in the industrialized world (1). Add to this the projected growth of health care to increase by 5.8% each year until 2022 (2). Total health care costs, in the United States, are expected to grow to 19.9% of the GDP by 2022(1). This could be tolerable if the outcomes correlated with cost but they donââ¬â¢t. The United States is currently ranked twenty sixth out of thirty four in the world for life expectancy, twelfth out of thirty two in heart attack fatalities, and twenty seventh out of twenty eight for unmanaged asthma(3). With the continued increase in health care costs and diminishing return on health care dollars the state of Oklahoma has instituted a health management program and included in this program is a practice management program. The practice management program consists of an in office nurse that is a personal health coach for patients qualified for the program. My concern for this program is whether the benefit of the program outweighs the administrative costs. The purpose of this study is to determine that in a rural family practice patient population does the use of a health coach improve the care of my patients and by extension decrease hospital admissions. My hypothesis is that the use of an in office health coach allows for better care, decreased hospital visits, and at the same time saves money for the state. Methods A 14 month chart review was performed over the 7 months after the installation of a health coach in both the Gastorf Family Clinic and Durant Family Medicine Clinic. The same time a year ago, in the involved clinics, the charts were also reviewed to take out seasonal bias. Charts were reviewed in office and at the local hospital for office visits, hospital admissions, and emergency department visits. No data were obtained regarding the reasons for the office visits, emergency room visits, or for the admitting diagnosis. Data and Results The total enrollment of patients in both the Gastorf Family Clinic and the Durant Family Medicine Clinic was 170 patients. Total of 55 patients were eliminated from the study. Of the 55 patients, 31 patients were eliminated from the study due to not being established with Durant Family Medicine Clinic prior to August 2012 or no longer a patient of the involved clinics after the start of the study. Another 22 patient were eliminated from the study due to not being established with Gastorf Family Clinic prior to August 2012 or no longer being a patient after the start of the study. 2 patients enrolled in the health management system did not have any records in either of the clinics. Total patients used for the study was 115 patients. The average age of patients was 42.8. The distribution of patients in the study was 30.4% male and 69.6 % female. The Durant Family Medicine Clinic had 44 patients or 38.3% of the participants in the study. Gastorf Family Clinic had 71 patients or 61.7% of the participants in the study. The study evaluated inpatient and outpatient data from August 2012 through February 2013 and August 2013 through February 2014. These dates were determined due to the start of the practice management program was in August 2013. The August 2012 to February 2013 dates were used for comparison, in an attempt to negate seasonal admission changes. Data was obtained from a chart review at both involved clinics. Upon discovery of those patients who qualified, with continued care through the study time period, a hospital chart analysis was performed. Data was obtained from the local regional medical center in regards to emergency room visits, hospital admits, and total hospital days. A one-tail paired t-test was performed and demonstrated a significant result with a p-value of p=0.026. The International Federation of Health Plans 2013 Comparative Price report shows that the average cost per hospital day in the United States is $4,293 (4). Based on evaluation of emergency room visits and hospital costs per day, this program saved about $63,387 over a seven month period for a total of 115 patients enrolled in the study. That is a savings of $551 over a yearsââ¬â¢ time per patient. Study did not show any significance with regards to a decrease in office visits and emergency room visits. There was an absolute difference of 6 emergency department visits or decrease of 7.4%. Discussion What are the cost savings if we extrapolated the results to the entire SoonerCare population? The current enrollment of Oklahoma SoonerCare as of the end of December 2013 was 555,436 (5). The annual budget of the Oklahoma Health Care Authority is over 5.3 billion dollars with 4.7 billion going towards Medicaid payments (6). If you use the results of the study with the total SoonerCare enrollment the savings would be $306 million dollars. The value of $306 million is overstated due to may issue. The extrapolation this number is unfair and inaccurate. The program as stated is for those patients with chronic conditions that are at risk, or potentially at high risk. This is but a minority portion of the SoonerCare population, which I will discuss below. The other issue is the population size of the study. This study included less than 0.03% of the total SoonerCare population. To extrapolate any data from that small sample size is fraught with inaccuracies. That being said, this study did show a significant decrease in hospital stays for the population involved in the study. Why is there so much focus on reducing cost associated with patients with chronic conditions? A 2010 report by the Agency for Health care Research and Quality found that the top 1 percent of patients ranked based on health care expenses amassed 21.4 percent of the total health care cost (7). The annual cost for these patients was estimated to be $87,570 per year per person (7). They also found that the top 50% of health associated expenders correlated to 97.2% of all health care dollars (7). Further analysis of this study also showed that those patients with four or more chronic conditions are responsible for 29.7% of health care expenditures (7). Who is enrolled in the SoonerCare health management program? Those members with, or at risk for developing chronic disease and are high risk for adverse outcomes and increase likelihood of a health care crisis. By addressing those with multiple chronic medical conditions you are addressing the most concentrated cost centers and will get the best return on investment of health care expenditures. This has been shown through analysis of the SoonerCare health management program. Currently there is over five thousand patients enrolled in the program (8). What is the cost of the program in relations to the cost savings? Study done by the Pacific Health Policy Group has shown that the SoonerCare health management program had an aggregated savings of $214 million for the 2013 fiscal year (9). The Practice facilitation component was shown to decrease the cost per patient from $678 down to $634 including the administrative costs of the program (9). In the same study it was found that the total cost of the program and administrative costs was $32 million (9). When taken from the overall medical savings it showed a return on investment of 562% (9). The SoonerCare health management program saved $5.62 for every dollar spent on the program. So what about patient care? The Study from the Pacific Health Policy Group did show of the 21 clinical performance measures 16 showed increased compliance with standards and of those 11 were statistically significant (9). This study showed the most significant improvements in the area of chronic obstructive pulmonary disease, congestive heart failure, diabetes and hypertension (9). So do clinical performance measures correlate with patient outcome improvement? First health care professionals need information on performance to develop quality care that is also efficient (10). This is where the diagnostic specific measures fit in. The new PQRS standards for Medicare for 2014 there are 287 separate diagnostic measures over 25 groups. The scope of this research was not to address the specific patient care outcomes, but in a retrospective review of each of the clinicââ¬â¢s clinical performance measures before and after the institution of this program did show increase compliance with c linical performance measures being studied in the clinics. So what is the practice management program? It involves a health coach, which is a RN, to assist primary care practices in building a high quality care delivery processes through evaluation and coaching patients with chronic medical conditions, to oversee data capture to identify gaps in care delivery, implement and teach quality improvement methods to close gaps and improve the practiceââ¬â¢s ability to effectively manage its patients population through data analysis and process design. Through the SoonerCare health management program patient receive the following services in table 1 (11). Through the practice facilitation portion of the program the patients receive the following services in table 2 (12). Conclusions There were many limitations to this study. As mentioned above, this study was a very small population compared to the affected group. The study only reviewed seven months before and seven months after the start of the program. As with any study group local effect must be accounted for. A larger study with multiple clinics in different locations throughout the state would give a more reliable result. An example of this study was performed by the Pacific Health Policy Group, which showed similar results to this study. In conclusion, in the practices involved in the study, it was shown that there was a significant decrease in hospital visits with the use of an in office health coach and the SoonerCare health management program. A significant financial benefit for the state with the SoonerCare health management program was also seen with a cost savings of $551 per patient per year. This study did not address specific diagnostic measures, but with decreased hospital admissions an assumption can be made in regards to improved patient care. Also in retrospective review of clinical outcome measures did show improvement in both clinics after the institution of the SoonerCare health management program.

The Strange Points of View of Brothers Karamazov The novel, The Brothers Karamazov written by Fyodor Dostoevsky was first published in 1880. This book is unique because it is effectivly written in a combination of third person omniscient and first person point of view. The author seems to be a character in the book but also seems to know all. Parts of The Brothers Karamazov is in the third person omniscient point of view. Third person omniscient is when the author is all knowing. This is shown when the author is able to read the thoughts of all of the main characters. A good example of this is when Mitya, one of the main characters, is observing two Polish men that he just met. Mityaââ¬â¢s thoughts are displayed when he decides that "it was the little pipe-smoking Pole who was in charge" (pg. 507). This shows what is going through Mityaââ¬â¢s mind when he meets the Poles and is a good example of the third person omniscient point of view. The author also knows what is going on in other towns while he seems to always be at the monastery in the main town in the book. This is shown when Mitya goes to the village of Sukhoi in order to see a man about a business deal. Mitya gets a priest to go with him and the priest "suggested they go on foot, for, he assured Mitya, it was only a miles walk..." (pg. 452). This is information that could only be known to someone who was at Sukhoi at that time while the character of the author was still at the monastery that is in another town. This also shows third person point of view. The author seems to also know what is going on in the privacy of peopleââ¬â¢s homes. This is shown on page 483 when Mitya is at his friend Perkhotinââ¬â¢s house and they are the only two people there and yet the author is able to describe exactly what is going on. He explains how "the washing operations began" when he had no way of actually knowing. This adds to the third person point of view. The third person omniscient point of view aspect of the book makes it so that the story keeps going even though the author is not there. Edgar Allen Poe Essay
Edgar Allen Poe was a poet and writer who lived a dreadful and terrible life, which helped him create remarkable and horrifying stories in the 19th century. While growing up Edgar Allen Poe lived a horrible life watching his mom, stepmom and wife die because of tuberculosis. Through all the pain given to Edgar Allen Poe through those tragic events he was able to construct stories and poems of death, love, horror, and religion. By examining Edgar Allen Poe story ââ¬Å"The Black Catâ⬠you will be able to understand his creation of a miserable and painful world from his usage of symbolism, imagery, and plot. In the story ââ¬Å"The Black Catâ⬠Edgar Allen Poe utilizes symbolism many times in the story. The black cat is the main symbol in the story because it represents that the cat is evil. First of all the cat is named Pluto, which means god of the underworld. Secondly, some people are superstitious and believe a black cat is bad luck and can give you trouble just as it did for the narrator. Edgar Allen Poe employs symbolism in order to force the reader to see his views on life, religion, love, and death. In the story ââ¬Å"The Black Catâ⬠Edgar Allen Poe utilizes imagery many times in the story. At one point in the story there are talking about an axe and a cellar. We can imagine that in a story like ââ¬Å"The Black Cat,â⬠going to the cellar is a bad idea. We can almost smell the stuffy cellar smell floating up at us. The imagery is vague and murky, until we get to the axe. We all know an axe is deadly and dangerous and can probably picture an image of him when he holding it ready to kill someone. Edgar Allen Poe makes use of imagery to improve the setting, to improve the mood, and to improve suspense. The whole story ââ¬Å"The Black Catâ⬠is about a guy thatââ¬â¢s sentenced to death so he tells his story on why he is sentenced to death. The narrator is a drunken person who has a cat named Pluto who he starts to dislike and then cuts it eye out, and then hangs him on a tree. Soon when he wakes up and his house goes on fire and him, wife and his servant escape. Soon another cat comes with a missing eye and he follows the narrator around. Next, they get a new house and they go up to the cellar and he found an axe. Then, the narrator tries to kill the cat, but he accidently he kills his wife. After that, he stuffs the body and the cat in the wall. Finally, the murder is discovered and the man seems convinced that the cat exposed him on purpose by letting him be stuffed up and then making noises so the police could hear it and arrest the narrator. Geological Hazards are naturally occurring or man-made geologic conditions capable of causing injuries or other health impacts, loss of property damage, loss of livelihoods and services, social and economic disruption, or environmental damage. It had been divided into many types. The two main types of man-made geological hazards are collapsing of buildings and forest fire which happening recently. Now, Iââ¬â¢m going to talk about the collapsing of buildings first. The structure of a building actually is fundamental to ensuring the safety of people in or around the existing buildings. However, humanââ¬â¢s ignorance, negligence and greed lead to building collapse. Human ignorance has to do with when incompetent personnel are in charge of design, construction or inspection. One of the major areas of negligence is in specification writing where that of a past project is adopted without crosschecking those areas that need improvement, addition or omission. Greed on the part of building contractors like diversion of building materials, cement in particular, the use of sub- standard materials so as to achieve high profit. Moreover, foundation problems, quality management, material and testing variability and unprofessional conduct will also leads to building collapse. The effect of building collapse are the innocent citizens lost their life, many other people has been rendered permanent disable in one form or the other as a result of increasing rate of building collapse in the country. Economic problem of this incidence is immeasurable in that many have been rendered homeless with loss of countless properties. Here is the true incident which happens in Bangladesh when 24 April 2013. At least 76 garment workers have been confirmed dead in Bangladesh after an eight-story building containing clothing manufacturing units collapsed. Moreover, this is another true incident collapse of a 20-metre lighting arrester pole from the UMNO building in Jalan Macalister during a storm and caused casualties is the best example of fallen misfortune which happen on 15 June, 2013 at Penang. It is a man-made disaster, instead of a natural disaster or accident. And a person had been killed in this incident. The other man-made geographical hazard is forest fire. Forests are important to us and our environment, their benefits cannot be measured. Without forests humans cannot survive. Fires can have a positive or negative effect on forests; and its impact on forest health and dynamic change greatly in different ecosystems. Fires are sometimes essential for forest regeneration but also harmful if it is repeated systematically in the same area. Forest fires have terrible environmental, social and economic consequences. The causes of forest fire are including drought, human carelessness, lightning, heat waves, slash and burn farming. The most common cause nowadays is probably due to drought. Tropical forests are quite sensitive to temperature change, thus long dry seasons and higher temperatures can severely damage a healthy forest and leads to forest fire. The next common cause is probably lightning and the last major cause of forest fires is to open oil palm plantation for own benefits. The main consequence of forest fire will be releasing of carbon dioxide which will affect our health and it increases the atmospheric pollution. Furthermore, an increase in carbon dioxide means an increase in global warming. When global warming rise the ââ¬Å"Greenhouseâ⬠phenomenon will being increases also. Other than that, shelter for animals is not provided anymore. Animals are immediately affected when they are killed at the duration of fire and indirectly when no more food is available. Lastly, the forest products will be destroyed, such as wood, food and medicines. Recently, smoke from forest fires in Indonesia has choked neighboring Singapore and Malaysia, prompting Singaporean officials to press Jakarta for urgent action against the haze that has pushed the city-stateââ¬â¢s air pollution to the worst level in 16 years. Its main air pollution index hit a measurement of 401 at midday Friday, exceeding previous highs of 371 on Thursday and 321 on Wednesday. Those measurements were classified as ââ¬Å"hazardousâ⬠and can aggravate respiratory ailments. As the competition among autonomous driving businesses is getting intense, Toyota and Uber will try to catch up by deciding to partner in developing self-driving cars. They plan to use technology from both companies into Toyota's Sienna minivans to be deployed across Uber's ride-hailing network from 2021. Together, they aim to design and produce safe autonomous vehicles for the mass market. This deal benefits both Toyota and Uber, and will still likely benefit both companies even in their individual endeavors. Their partnership profits Uber in many ways. Firstly, CEO Khrosrowshahi's strategy of Uber developing autonomous vehicles through partnerships has successfully began to progress. Secondly, it brings revival to Uber's self-driving business after a self-driving Uber SUV killed a pedestrian in Arizona back in March, which moved Uber to remove its robot cars from the road, lay off hundreds of test drives and closed its autonomous testing hub in Arizona. Lastly, Toyota's investment raised the valuation of Uber by $4 billion from the deal Uber had with Alphabet Inc. Uber totaled $891 million losses in the second quarter where the self-driving unit is a significant contributor. However, it can compensate its losses through this partnership. With combined technology, their goal of a safe autonomous vehicle is likely to happen. And with this success, profits from their self-driving business will surely compensate the losses Uber previously occurred. Toyota also profits from this agreement through its transformation to a mobility company as they help provide a path for safe and secure expansion of mobility services like ride-sharing that includes Toyota vehicles and technologies. Its statement that it would not combine its research efforts with Uber may somewhat have a negative impact on the partnership's progress in producing safe automated vehicles. But, Toyota benefits from the deal when they gain more information regarding self-driving technology as they work with Uber. Together, they make a great teamwork. Uber's autonomous driving system and Toyota's commitment to safety and its renowned manufacturing skills is surely to bring a safe self-driving car. Uber have experienced many problems in this path: they had further setbacks in development and testing due to the crash in Arizona, and also has met difficulties with regulators and politicians concerning safety. But Toyota's Guardian technology, which offers automated safety features, can cover Uber's flaws. Toyota may be less aggressive than some rivals on moving toward full-fledged autonomous driving but their investment in research and plans to begin testing self-driving cars in the future is a great move. My mom has taught me how to prepare some of her recipes so that I may pass them on to my children and them to theirs. I think I will continue to eat these dishes until my body can no longer handle the ingredients that make these dishes so scrumptious. My mother is 52yrs old and still enjoys these foods she is in very good health with the exception of her osteoporosis so if I continue taking care of myself and my body and nothing bad happens besides what already has happened, I think I should be able to eat these dishes for a very long time. There are several reasons why dietary modifications need to be changed throughout the different stages of life. From birth the old age are metabolism is constantly changing, we go from a high energy intake to a slowed metabolism. (The Committee considers that this criterion should preferably be used in conjunction with other criteria); To contain superlative natural phenomena or areas of exceptional natural beauty and aesthetic importance; To be outstanding examples representing major stages of earths history, including the record of life, significant on-going geological processes in the development of landforms, or significant geomorphic or physiographic features; To be outstanding examples representing significant on-going ecological and biological processes in the evolution and development of terrestrial, fresh water, coastal and marine ecosystems and communities of plants and animals; To contain the most important and significant natural habitats for in-situ conservation of biological diversity, including those containing threatened species of outstanding universal value from the point of view of science or conservation. The protection, management, authenticity and integrity of properties are also important considerations. 2.2.2 Benefit of Heritage As Malacca had gained a world heritage label in 2008, it had brought certain advantages or significant on Malacca Economic, state development, communities, social, education and site owners. Improved documentation of city and state. 2.2.3 Culture Tourism Tourism can be considered as an omnipresent appearance in modern society, but its definition is far from consensual. Normally, people think of tourism as holidays focusing on the pleasure motive, but neglecting other forms of travel, such as business tourism, cultural tourism, and health tourism. Generally, in the point of view, travelers with high socio-economic status, high levels of education, sufficient leisure time, and often having occupations related to the cultural industries and education is likely to be compose in culture tourism (Richards, 1996). 2.3 Tourisms Potential for Economic Growth Tourism is one of the important sectors of Malaysian economy growth; it is third income of the economy just after mining (petroleum) and manufacturing (Pazim @ Fadzim Othman, 2009). Rapid growth of tourism industry has been identified as a key driver of growth in the services sector. The industry has strengthened the services account of the payment and continues to be a hinge of foreign exchange earner, contributing to GDP (gross domestic product) growth, investment and jobs employment. It holds huge potential in gaining more income for business and improves the livelihood of locals and has generated employment opportunities. (Bernama, February 20 2008). For the last 7 years, Malaccas economic performance successfully generated a stimulating growth of economy with an average Gross Domestic Output (GPP) of 5.8 per cent with its unique and amazing of tourism contribution.à In 2008, more than 6 million people visited the historical state last year and spent RM3 billion during their stay. With the present Malaccas tourism campaign of Visiting Historical Malacca Means Visiting Malaysia, 6.8 million tourists are expected with the expectation they will be spending RM3.4 billion in their journey of traveling. With the slow growth of world economy, Malacca is harvesting more on the service sector and the crops are mainly come from the tourism industry. Its 65% of Malacca GDP in 2008. (Tourism Malacca, 2008) To ensuring the tourism sector progresses for the benefit of the state and its people, Malacca played an important role in Malaysias tourism industry as a historical and safe destination and with a unique mix of modern infrastructure and nation, the state government has implement a lot of projects in this several years and investing a lot of money to protect and renew the valuable heritage cultures and architectures. Malacca is highly optimistic of the tourist numbers and extrapolations point the number will reach 8.2 million by 2010. (Tourism Malacca, 2008) Table 2: Statistic from Tourism Melaka 2008 Adapting from Bernama report, Malacca Chief Minister Datuk Seri Mohd Ali Rustam noted that, in ensuring the benefit of the state and its people with the progress of culture tourism sector, the state is in the midst of implementing several new high impact tourism projects. Among them is the development of Sungai Malacca at a cost of RM320mil as a new growth tourism centre that will parallel San Antonio River in the United States for its beauty and cleanliness. Several value-added projects are to be established along the banks of Sungai Malacca, among others the Casa Del Rio Boutique Hotel worth RM85mil, the Customs, Immigration and Quarantine (CIQ) Complex valued at RM35mil and a marina worth RM25mil. Besides that, archaeological works on the Malacca Fort walls are being undertaken with an allocation of RM12.8mil from the Federal Government. The Malacca government through Tourism Malaysia, the Malacca State Tourism Action Committee and relevant agencies are always working out new ideas to turn Malacca into a compelling tourism centre in the world. With the emphasis given by state government on tourism events of international expend and working closely with United Nations Education, Scientific and Cultural Organization (UNESCO) in order to promote Malacca as one of world heritage sites to international tourists. With the acknowledgement from UNESCO, Malacca will continue remain as a tourism destination of choice for local and foreign tourists. Besides that, famous local traditional food such as nyonya food, Portugal ikan bakar, and chicken rice ball should exploit in advertisement of ICT to attract the cultural tourists to visit the state. It is important to note that such food is not only delicious but only can be found in Malacca. The art of cooking this delicious food can also be used as an attraction tool for cultural tourists. In addition, Malacca is also famous with its dessert such as baba type ais kacang, cendol, and coconut shake. For information, accommodation is not a problem where there are 5096 hotel rooms, 2458 resort hotel rooms, 484 chalets and 136 homestay rooms. Thus Malaccas tourism industry will continue to bringing greater prosperity to the state and its people. 2.3.2 Impact of Historical Tourism to Entrepreneurs/ Small Business in Malacca Tourism development provides an avenue for overall economic development and a boost for local entrepreneurship or small business activities. As a result, the encouragement of entrepreneurship and sustainable tourism development has emerged as core areas for policy support and donor-assisted funding across both developed and developingà world. Tourism and Entrepreneurship: international perspectives provides an innovative, fresh approach reflecting on the most recent trends in tourism development. The central stage of the book is the role of entrepreneurship in the context of regional/local tourism development.à From what I had observed, tourism in Malacca is increasing recently after being labeled as UNESCO World Heritage. The tourists are from local such as Johor, Kuala Lumpur, Selangor and so on. While for international tourists, mostly are from Singapore as they are just the neighbors of Malaysia, others are from Japan, Taiwan and China. On the other hand, with the increasing of tourism in Malacca, it also brings the impact to the small business especially small business/ entrepreneurs in Jonker Street, such as Malacca Nyoya Laksa, chicken rice ball, cendoll and traditional handicrafts. Beside from that, it also brings economic benefit to the small business near town such as Newton food court, Malacca Spring Tower, shopping mall such as Dataran Phalawan and Mahkota Perade. The business of tricycle at Red House Malacca also seems to be increase recently with the visit of tourists. For hotel business, it is part of the expenditures among the traveler, there is more and more hotels are build in Malacca, there are a lot of hotel choices rating from budget hotel to 5 start hotel such as Kings Hotel, Equatorial Hotel, Star Regency Hotel and Holiday Inn. During the weekend, the room of most hotels almost fully book, it is around 80% (9th Malaysia Plan). In addition, the eco-culture tourism also becomes one of the famous visited by tourism such as zoo Malacca, butterfly farm, tropical food and bee farm. In 2 years time, there will be another tourism site near by zoo Negara. It is Malacca Mini Water Park and another hotel will be build there to overcome the needs of tourists. In order to overcome the increase of tourists, historic Malacca will be introducing a RM272 million tram transportation system which will begin at the Plaza Tol Ayer Keroh here and cover 23 locations and a distance of 40 km to downtown in 2011. 2.4 Pro-poor Tourism Pro-poor tourism is an approaching of tourism to the poor that increases the net benefits (Ashley et. al, 2001). Pro-poor tourism is introduce long time ago as a tourism product and purely to ensure that the poorer section of the community too will have their share of the tourism economic pie in a host. It will decrease inequality and the increasing gap between the rich and poor which result in pro- poor growth. Deteriorating income distribution is part of a concern in Malaysia where poverty is becoming more complex coupled; new approaches are required since previous ones have little impact on poverty reduction (Yeang, 2005). 2.4.1 Assessment of Pro- Poor Tourism in Melaka Historic City Malacca is a popular tourism destination among international and domestic tourists as it is known for its historical past and rich in heritage site. Tourism is an important economic sector in Malacca and it is the second most concernment in terms of its contribution to the states revenue after manufacturing and mining. Malacca was able to attract 4 million international and domestic tourists in 2004, mostly concentrating in the Malacca Historic City itself. Firstly, good respondents to the expectations and needs of the growing numbers of tourists who are attracted to their rich and various ornament of cultural, business, entertainment, shopping, sports and other attractions; furthermore, in order to maintain their share in the competitive tourism market and the benefits resulting from it, continuous renovation and improve such infrastructure is needed to be construct annually. Secondly, cities have to ensure that tourism is developed and managed in such a way that it benefits the resident population, equality of development, does not contribute to the deterioration of the urban environment but rather to its enhancement, and does not become a financial burden to the local authority (AIDE MEMOIRE, 1999). There are three key dimensions of tourism in cities and urban areas: Productsà To enhance the unique appeal of Malacca tourism product and service, the state government continue to promote their states traditional advantages, its cultural and natural heritage with its eco- and agro- tourism. Other tourism products include theme parks, operators of events (sports, shows, and fairs), museums, hotels and also convention and exhibition (MICE) segment. (Night Malaysia Plan 2006-2010) Informationà As the relying of information in tourism sector is high, information and communication technology (ICT) contribute unlimitedly to the tourism business especially the Internet. It has substantially changed the strategy for tourism stakeholders, providing new challenges and opportunities in promoting and selling their products and services. Several campaign such as Visiting Historical Malacca Means Visiting Malaysia,, Malacca International Tourism Show (MITS) 2009, and ZOOM MELAKA can be spread to the worlds through ICT in form of internet, advertisement, e-commerce and news. With the impact of Malacca being label as UNESCO site, a number of tourism infrastructure projects have being implemented by state government in its effort to boost up the number of tourist arrivals, increasing their length of staying and to maximize revenue earn from tourism. These various tourism projects in relationship with the marginalized communities can be categorized as either circumstantial or deliberate. Circumstantial is development of tourism which is not targeted for the poor but the runoff over of the development benefits the poor. Deliberate is when the development is mainly aimed for the poor.
